UKGC Extends Deposit Limit Deadline to September 2026

The UK Gambling Commission (UKGC) has granted licensed remote operators a three-month reprieve on its deposit-limit overhaul, pushing Phase 2 compliance from 30 June 2026 to 30 September 2026. The extension follows industry feedback that existing timelines were unworkable given the depth of Remote Technical Standards (RTS) changes required. It lands the same week the regulator separately admitted it has yet to reach a decision on the full rollout of Financial Risk Assessments (FRAs) — leaving two of the most contested planks of the post-white-paper reform agenda in regulatory limbo simultaneously.

The deposit-limit rules, rooted in the government's 2023 Gambling Act Review White Paper, require every remote licensee to introduce standardised gross deposit limits — controls calculated on money added to an account, not net of withdrawals. Those operators that previously removed gross limits from their product suite must reinstate them. Under the incoming regime, only a gross deposit limit may carry the label "deposit limit"; all other financial safeguards — loss limits, net-deposit caps — must be clearly separated and named differently. Separately, only gross deposit limits will be mandatory on fixed time frames, while other limit types may operate on rolling or fixed schedules.


Why the Deadline Was Extended

The UKGC published its formal extension notice on 26 May 2026, citing stakeholder feedback as the driver. Operators reported that meeting the technical demands of RTS 12 — the annex governing deposit-limit mechanics — required more development time than the original schedule allowed. Compounding the pressure, the Commission acknowledged that an annex first published on 7 October 2025 alongside the supplementary consultation response contained errors and was temporarily pulled from its website. Any offline copies of that annex downloaded before 22 May 2026 must be discarded; operators should download the corrected version once republished.

The UKGC has directed all licensees to the full Remote Gambling and Software Technical Standards: Consultation Response and the linked RTS 12 annex as the authoritative compliance reference for 30 September.


What Operators Must Do by 30 September

Phase 2 carries three hard obligations for every remote gambling licensee in Great Britain:

  • Offer gross deposit limits to all customers, including operators that had previously removed such limits from their product offering.
  • Label gross deposit limits exclusively as "deposit limits." No other control type may carry that name — loss limits, net caps, and similar tools must be distinctly identified.
  • Display gross deposit limits with at least equal prominence compared to other financial limit options in the customer journey.

Operators must also update customer-facing communications, help-centre pages, and internal compliance reporting to reflect the new terminology and prominence requirements before the deadline.


Phase 1 Recap: October 2025 Changes Already Live

The current extension applies only to Phase 2. Phase 1 of the revised RTS, effective October 2025, is already in force and introduced a package of self-management tools including new financial limit types, standardised self-exclusion and cooling-off periods, and a requirement for operators to prompt every new customer to set a financial limit before their first deposit. Existing customers must receive a six-month account and transaction review reminder. The Commission's Director of Major Policy Projects, Helen Rhodes, described those changes as bringing "consistency and clarity for those consumers choosing to set deposit limits."


FRA Decision Also Delayed — Industry Reaction

One week before announcing the deposit-limit extension, the UKGC board met on 21 May 2026 and declined to issue a final ruling on the full rollout of Financial Risk Assessments. The FRAs — the more extensive of the two affordability tools outlined in the White Paper — were piloted from August 2024 and designed to flag potentially risky gambling behaviour without imposing hard spending caps. The Betting and Gaming Council (BGC) welcomed the continued review, saying the evidence submitted by industry and experts "deserves careful consideration."

Opposition from operators has been vocal. A YouGov survey commissioned by the BGC found 65% of UK bettors would refuse to share personal financial documents — such as bank statements — if required to continue gambling. A cross-party group of MPs separately warned Secretary of State Lisa Nandy that FRAs could cost the horseracing industry £250m over their first five years and push bettors toward the illegal market. Research from H2 Capital estimated UK black-market gambling spend could reach £33bn annually by 2028 if affordability checks deter customers from licensed platforms.
