The UK Gambling Commission (UKGC) announced on 26 May 2026 that all licensed remote gambling operators now have until 30 September 2026 to comply with the second phase of its revised deposit-limit rules — a three-month extension on the original 30 June 2026 deadline. The reprieve follows direct feedback from the industry that changes to the Remote Technical Standards (RTS) required more platform development time than operators had available.

The rules form part of the regulator's ongoing implementation of the Gambling Act review White Paper published in April 2023. Phase 1 went live on 31 October 2025, introducing new limit-setting prompts and mandatory six-monthly account reviews. Phase 2, now deferred to September, goes further: it locks down exactly what a "deposit limit" may be called, mandates that gross deposit limits carry at least equal display prominence as other financial controls, and requires that those limits operate on fixed rather than rolling time frames.


Why the Deadline Was Extended

The UKGC stated in its official announcement that the extension was granted to allow "further operator technical development time." Gambling businesses had communicated to the Commission that the platform changes needed to comply with the revised RTS 12 — the technical standards annex covering financial self-management tools — were more complex and time-consuming than the original timeline assumed. No specific operator is named in the Commission's notice; the extension applies universally across all Great Britain-licensed remote gambling operators.

The substance of the requirements is unchanged. Operators are not being given more time to negotiate the rules — only more time to build them into their systems. Failure to comply by the new date puts licences at risk.

What Operators Must Do by 30 September 2026

From the new deadline, every licensed remote gambling operator operating in Great Britain must meet the following four requirements:

  • Offer gross deposit limits to all customers. A gross deposit limit is calculated solely on money paid into the account — winnings and withdrawals are excluded from the calculation. Operators that have previously removed gross deposit limits from their platforms must re-introduce them.
  • Reserve the "deposit limit" label exclusively for gross deposit limits. Loss limits, net-spend controls, and any other financial tool must be labelled differently. No exceptions.
  • Display gross deposit limits with at least equal prominence as any other type of financial limit in the customer journey — including during sign-up, on account dashboards and in the deposit flow.
  • Offer gross deposit limits on fixed time frames only — for example, a daily, weekly or monthly cap. Other financial limit types may continue to run on rolling or fixed schedules at the operator's discretion.

Operators must also revise customer communications, update help pages, and adjust compliance reporting procedures to reflect the new terminology rules.


RTS 12 Annex Warning: Discard Old Documents

Alongside the deadline announcement, the UKGC issued a direct technical alert to compliance teams. The RTS 12 annex originally published with the supplementary consultation response on 7 October 2025 contained minor errors and was temporarily removed from the Commission's website. Any offline or downloaded copies saved before 22 May 2026 are now superseded and must be discarded. The Commission has directed operators to retrieve the corrected version from its website before starting implementation work — the corrected annex is the document that will be enforceable from 30 September 2026.


What the Changes Mean for Bettors

For players on UKGC-licensed sites, the extension delays the benefit rather than cancelling it. Once the September 2026 rules are live, every licensed UK casino and sportsbook must make a straightforward gross deposit cap a clearly visible option — not buried behind multiple menu layers or relabelled as something else.

The standardised terminology addresses a known consumer harm: some platforms previously labelled net-spend controls (which account for withdrawals and winnings) as "deposit limits," meaning players could inadvertently exceed the budget they believed they had set. Under the new framework, the label maps directly to the mechanic, and gross limits must appear alongside other financial tools with equal visibility — making it harder for players to miss or misunderstand the most meaningful spending control available to them.
