The UK Gambling Commission (UKGC) has granted licensed operators a three-month extension to comply with the second phase of its updated deposit-limit rules, pushing the deadline from 30 June 2026 to 30 September 2026. The announcement, published on 26 May 2026, follows industry feedback that further development time is needed to meet the stricter Remote Technical Standards (RTS) taking effect later this year.

The extension covers the most operator-facing changes in the UKGC's multi-phase safer-gambling overhaul — rules that will force every remote licensee to restructure how deposit limits are defined, labelled, and surfaced to players. With the UK gambling industry generating £4.5 billion in gross gambling yield (GGY) in Q4 2025 alone, the stakes around getting compliance right are high across a market where remote casino and betting accounts for the majority of revenue.


What Changed and Why the Extension Was Granted

The original schedule set 30 June 2026 as the go-live date for Phase Two of the revised RTS 12B Financial Limits framework, itself a product of the Gambling Act Review White Paper published in 2023. The UKGC opened a supplementary consultation on deposit-limit definitions in March 2025, closed it in April 2025, and published responses in October 2025 — leaving operators roughly eight months to build compliant systems before the June deadline.

That window proved insufficient for a significant share of the market. After gathering stakeholder feedback, the Commission concluded that additional operator technical development time was warranted. The regulator has made clear the extension does not soften the underlying requirements: every obligation in Phase Two will come into force intact on the new date.


Phase Two Rules: What Operators Must Do by 30 September

From 30 September 2026, every licensed remote gambling operator must comply with three core obligations under the revised RTS 12B:

  • Offer gross deposit limits — meaning limits applied solely to money paid into an account. Operators who previously removed this option must reintroduce it.
  • Reserve the "deposit limit" label exclusively for gross deposit limits. Net limits (which factor in withdrawals) must be named differently and cannot carry the same label.
  • Display gross deposit limits with at least equal prominence as any other financial limit type in the player-facing interface.

Additionally, the Commission has clarified that only gross deposit limits must be offered on fixed time frames. Other limit types — including net or loss limits — may continue to operate on either rolling or fixed schedules, giving operators flexibility on those instruments while standardising the core deposit-limit mechanism.


RTS 12 Annex Alert: Discard Pre-22 May Downloads

The UKGC issued a specific compliance warning alongside the extension notice. The RTS 12 annex originally published on 7 October 2025 contained minor errors and was temporarily pulled from the regulator's website. Any operator who downloaded or saved that document before 22 May 2026 has been instructed to discard it and obtain the corrected version once it is re-published.

Operators must base their Phase Two implementation on the updated Remote Gambling and Software Technical Standards: Consultation Response and the corrected RTS 12 annex, not the October 2025 version. Building compliance systems against the flawed original annex risks non-conformance when enforcement begins.


Phase One Recap: What Was Already in Force

Phase One of the revised RTS, which took effect on 31 October 2025, introduced a suite of customer self-management tools. Under those rules — already in force — operators must:

  • Prompt new customers to set a financial limit before making their first deposit.
  • Remind existing customers to review account activity and limits every six months.
  • Offer financial limits using free text at account level, allowing players to set personalised amounts rather than selecting from preset tiers.
  • Comply with standardised rules on self-exclusion and cooling-off periods for remote gambling.

Phase Two builds directly on that foundation, adding the definitional and prominence requirements that close the gap between how operators historically labelled limits and what players actually understood those limits to mean. The UKGC had previously identified cases where deposit limits functioned in practice as loss limits, allowing players to inadvertently exceed their intended spending.
