The UK regulator delays both its gross deposit-limit rules and Financial Risk Assessment decision, giving operators a rare compliance reprieve but no long-term certainty.

UKGC Extends Deposit-Limit Deadline to September 2026

The UK Gambling Commission (UKGC) has pushed back the second phase of its new deposit-limit rules by three months, moving the compliance deadline from 30 June 2026 to 30 September 2026. The extension, announced on 26 May, came after operators told the regulator they needed more time to make the technical changes required under the revised Remote Technical Standards (RTS 12). It is the second major consumer-protection deadline to slip in a single week — days earlier, the Commission postponed its decision on full Financial Risk Assessments (FRAs) indefinitely.

Together, the two delays represent a significant pause in the Gambling Act 2023 White Paper reform timetable and give an industry under intense compliance pressure a rare, if temporary, reprieve. Operators are not off the hook, however: the UKGC has been clear that 30 September is a hard new date, and has simultaneously warned that a corrected version of the RTS 12 annex must be obtained by all licensees — any version downloaded before 22 May 2026 is invalid.


What the Deposit-Limit Extension Changes

The second phase of the RTS 12 reforms was designed to standardise what "deposit limit" actually means across UK platforms. The UKGC had grown concerned that operators were marketing net-deposit limits — which factor in winnings and withdrawals — under the same name as gross-deposit limits, confusing players about how much protection they actually had.

From 30 September 2026, every licensed remote gambling operator must:

  • Offer gross deposit limits, and reintroduce them where they have been removed.
  • Label gross deposit limits exclusively as "deposit limits" — no other limit type may use that name.
  • Display gross deposit limits with at least equal prominence to all other financial limit types.
  • Offer gross deposit limits only on fixed time frames; other limit types may use rolling or fixed schedules.
  • Update help pages, customer communications, and compliance reporting procedures accordingly.

Operators must also review the corrected RTS 12 annex published after 22 May 2026 — the version issued on 7 October 2025 contained errors and was temporarily pulled from the UKGC website.


What Phase One Already Requires

The first phase of the reformed RTS went live in October 2025 and introduced a range of customer self-management tools. Operators have already been obliged to prompt new customers to set financial limits before their first deposit, remind existing customers every six months to review their spending, and offer free-text limit-setting at account level. Standardised self-exclusion and cooling-off periods were also introduced at that stage.


The FRA Delay: A Second Slip in One Week

Five days before the deposit-limit announcement, the UKGC's board met on 21 May and emerged without a decision on whether to proceed with Financial Risk Assessments — the more intensive affordability check envisaged by the White Paper. The Commission said it had reviewed an "extensive evidence base" but required more time to complete its assessment.

FRAs have been fiercely contested. During the pilot programme, checks were triggered at deposits of £1,000 in 24 hours or £2,000 over 90 days. The Betting and Gaming Council (BGC) warned that a poorly designed rollout could push bettors toward the black market; an H2 Capital report cited by the BGC projected unlicensed gambling spend could reach £33 billion a year by 2028 if affordability checks are seen as too intrusive. Cross-party MPs also wrote to Culture Secretary Lisa Nandy warning of a £250 million hit to the horseracing industry in the checks' first five years.

What Happens Next

The UKGC has given no indication it will extend the 30 September 2026 deposit-limit date a second time. Operators should treat the corrected RTS 12 annex — available on the UKGC website after 22 May — as the authoritative compliance document and discard any earlier downloads.

On FRAs, the regulator has committed to communicating "further in due course," but offered no timeline. The Commission's new executive leadership — following Andrew Rhodes's departure as CEO on 30 April 2026 — will be managing the final decision in what has become one of the most politically charged reform debates in British gambling history. With the BGC threatening legal action if the checks go ahead in their current form, the outcome could yet end up in court.
