UK Deposit Limit Deadline Extended to September 2026
The Gambling Commission pushes Phase 2 of its RTS deposit-limit rules back three months after operators signal they need more time for technical compliance.

The UK Gambling Commission on 26 May 2026 announced a three-month extension to the Phase 2 implementation deadline for its updated deposit-limit rules. The new compliance date is 30 September 2026, shifted back from the original cut-off of 30 June 2026. The change follows stakeholder feedback from licensed operators indicating that additional time was needed to complete technical development work required by the revised Remote Technical Standards (RTS).
Phase 2 is the more prescriptive half of a two-stage deposit-limit framework introduced in October 2025. Once live, it mandates that every licensed remote gambling operator in Great Britain offer gross deposit limits — calculated solely on the amount a customer pays into their account — and reserve the label "deposit limit" exclusively for that type of control. Any operator that has removed gross limits from its platform will be required to re-introduce them before the new deadline.

What Phase 2 Requires from 30 September
From 30 September 2026, the Commission has set out four binding obligations for all licensed remote operators. First, they must offer a gross deposit limit to customers; those that previously removed the option must restore it. Second, only a limit calculated on gross deposits — the total amount paid into an account during a set period — may legally carry the name "deposit limit"; all other limit types must be labelled differently. Third, gross deposit limits must be presented with at least equal prominence to any other financial limit type in the customer journey. Fourth, only gross deposit limits are required to operate on fixed time frames — other limit types, such as loss or net-deposit limits, may continue to run on either rolling or fixed schedules.
Operators must also update customer-facing communications, help-page content, and compliance reporting procedures to reflect the exclusive use of the "deposit limit" terminology.
Why the Deadline Moved — and the RTS 12 Error
The extension was driven by operator feedback, but a secondary complication added urgency. The RTS 12 annex — the document setting out the precise technical wording of the deposit-limit standard — was found to contain minor errors after it was first published on 7 October 2025 alongside the original consultation response. The Commission temporarily removed it from its website and reissued a corrected version in May 2026.
All operators have been instructed to discard any offline copies of the annex downloaded before 22 May 2026 and to use only the updated document, which formally takes effect on 30 September 2026. The Commission also updated the full consultation response on 22 May 2026 to reflect both the extended implementation date and the clarification on fixed time frames.
Phase 1: What Has Been Live Since October 2025
While Phase 2 has slipped, Phase 1 took effect as planned on 31 October 2025 and remains fully in force. Under those rules:
- Operators must prompt new customers to set a financial limit before their first deposit.
- Customers must receive a reminder every six months to review their account and transaction history.
- Operators are required to offer free-text financial limit-setting at account level.
- Limit-setting facilities must be accessible via a clearly visible link from both the homepage and deposit pages, reachable in a low number of clicks.
- Operators must respond immediately when a customer requests a limit decrease, with a 24-hour cooling-off period applying to any increase.
Wider Context: White Paper and International Precedent
The deposit-limit programme is a direct output of the UK Government's Gambling Act Review White Paper, which set the framework for modernising online player-protection tools. It follows mandatory deposit-limit regimes already operating in the Netherlands and Germany, positioning Great Britain as a late but converging adopter of gross-deposit-limit standards across licensed European markets. The Commission, backed by £26 million in additional government funding in 2026, has simultaneously intensified enforcement against unlicensed platforms and tightened its content-marketing compliance checks.
