The scale of the problem is striking. Government estimates show that roughly 40% of Premier League clubs carried sponsorship or advertising agreements with unlicensed gambling operators during the 2025/26 season, while independent analysis by H2 Gambling Capital forecasts black-market stakes in Britain doubling from £17 billion in 2025 to more than £33 billion by 2028 if current trends go unchecked.


What the Consultation Covers

The DCMS proposal goes further than a narrow football shirt ban. It would prohibit any sponsorship or advertising arrangement — pitch-side hoardings, kit sponsorship, venue naming rights, tournament programmes, and digital inventory — entered into with a gambling provider not holding a valid UK Gambling Commission (UKGC) licence. Crucially, the scope extends beyond professional sport to cover grassroots clubs, cultural events, and music venues, pre-empting a flight of black-market money into those sectors.

White-label arrangements operated under a licensed parent brand are not affected, according to iGaming Business reporting on the consultation text. That carve-out will matter to operators who structure UK-facing products through licensed sub-brands.


The Black Market Backdrop

The consultation arrives against a worsening enforcement picture. The Betting and Gaming Council (BGC) cited analysis by WARC showing that unlicensed operators already account for almost half of all UK gambling advertising spend — a share projected to become the majority within two years. The total UK gambling advertising market is forecast to reach £1.9 billion by October 2026, with licensed operators cutting spend by 9.2% to £1.1 billion while unlicensed rivals grow theirs by 32%.

Illegal platforms operate outside GamStop self-exclusion, carry no anti-money laundering safeguards, and pay zero UK tax. The UKGC, armed with a new £26 million enforcement budget, has already referred more than 102,000 URLs to search engines, securing removal of around 64,000. That activity has barely dented the market's growth trajectory.


Industry Calls for Faster Action

Entain responded within hours of the consultation launch, writing directly to Premier League Chief Executive Richard Masters to demand a voluntary ban on unlicensed LED perimeter advertising before the 2026/27 season — months ahead of any legislative deadline. Entain characterised unlicensed operators as fronts for organised crime that target vulnerable consumers while bypassing every safeguard licensed operators must maintain.

The BGC followed the next day, backing Entain's call for immediate action while welcoming the consultation itself. Both bodies argue that the government's own timeline — a ban no earlier than August 2027 — leaves another full football season as a recruitment window for black-market brands seeking mainstream legitimacy through sport.
