UK Election Betting Scandal: Two More Conservatives Plead Guilty
⏳ 3 min read

The UK election betting scandal claimed its third and fourth guilty pleas on 10 September 2026, when Anthony Lee, the Conservative Party's former Director of Campaigning, and his wife Laura Saunders, the party's former head of international affairs, admitted cheating offences at Southwark Crown Court under Section 42 of the Gambling Act 2005. Anthony Lee entered guilty pleas to two counts; Saunders entered a guilty plea to one count. Both are due to be sentenced on 23 October 2026.

The pair are now the most senior figures to admit wrongdoing in a prosecution spanning 15 defendants originally charged in April 2025. Lee, 47, held direct access to confidential discussions about then-Prime Minister Rishi Sunak's decision on when to call the 4 July 2024 general election. Prosecutors allege he placed bets himself and shared that insider knowledge with Saunders, who placed bets on the election date between 10 March and 21 May 2024 — three days before the public announcement on 22 May.

What Happened at Southwark Crown Court

The market at the heart of the case was a specialist fixed-odds product offered by licensed UK bookmakers on the precise date of the next general election. The scandal broke publicly on 12 June 2024 through a Guardian report, triggering a UK Gambling Commission inquiry the same month. The Commission's position was unambiguous: "This was not a market to be abused by those with inside information as to when the election would be held."

The first guilty pleas came on 29 June 2026, when Craig Williams — who served as Sunak's Parliamentary Private Secretary — admitted placing three bets totalling £372.50 (including a £250 stake and a £100 stake) on the election date at Ladbrokes, three days before the public announcement. Former Conservative staffer Amy Hind also admitted one count on the same date. The Lee–Saunders pleas on 10 September bring the confirmed total to four of the fifteen charged.

All Four Who Have Pleaded Guilty

The Integrity Gap Operators Face

The case exposes a structural weakness in how UK-licensed bookmakers screen for insider betting on political markets. Politically exposed person (PEP) frameworks — designed to flag corruption risk — are calibrated for elected officials and senior executives, not party campaign staff or spouses of insiders who hold sensitive information without formal government roles.

Standard automated fraud detection — looking for unusual stake sizes or late-market activity — would not have caught the pattern either, because the bets were placed at ordinary amounts over weeks. Ladbrokes, confirmed as the operator used by Williams, detected nothing until the Gambling Commission's external inquiry began. That raises pointed questions about whether pre-event intelligence-sharing between bookmakers and regulators is fit for purpose outside traditional match-fixing contexts.

The wider cast of defendants includes Nick Mason, the party's former Chief Data Officer, who allegedly placed dozens of bets accumulating thousands of pounds in potential winnings, and Russell George, a Conservative Senedd member. Their cases will not reach trial until September 2027 and January 2028.

What Comes Next

Sentencing for Anthony Lee, Laura Saunders, and Amy Hind on 23 October 2026 will be the first time a crown court judge hands down punishment for political insider betting in UK legal history. The outcome will set a precedent for how seriously courts treat the use of confidential political intelligence to exploit betting markets — and will be scrutinised by every compliance team running political or event-based products.

For the UK Gambling Commission, this is one of the most consequential uses of Section 42 since the Gambling Act came into force in 2007. It is likely to inform a review of whether election-date markets and similar politically sensitive products should carry mandatory enhanced due diligence obligations, or whether they should be suspended automatically from the moment a snap election is called.

Ten defendants still deny wrongdoing. With trials stretching into 2027 and 2028, this scandal will continue to keep the UK iGaming and sportsbook industry in the spotlight — and keep pressure on operators to demonstrate that market-integrity monitoring covers more than sport.
