India's Enforcement Directorate (ED) has published its first-ever consolidated accounting of the Mahadev Online Book illegal betting network, placing the total proceeds of crime at ₹43,000 crore (approximately $5.1 billion USD) across seven years — making it the largest documented illegal betting operation in Indian history. The figure was disclosed in the ED's 28 July 2026 provisional attachment order filed before the Prevention of Money Laundering Act (PMLA) adjudicating authority.

The disclosure arrived as both the ED and the Central Bureau of Investigation (CBI) escalated simultaneous enforcement actions through July, pushing cumulative asset attachments past ₹3,800 crore and bringing the total number of formally accused individuals to 72. The syndicate, run from Dubai by promoters Saurabh Chandrakar and Ravi Uppal, allegedly operated more than 2,000 active betting platforms across India at any single point in time.


The ₹43,000 Crore Assessment

The ED's consolidated figure represents the agency's first attempt to place a single number on the full proceeds generated by the Mahadev ecosystem since the investigation began in 2023. Earlier estimates addressed individual sub-networks or standalone attachment orders; this assessment spans the entire Mahadev Online Book franchise and its allied platforms across a seven-year operating window.

The order was submitted alongside the latest provisional attachment targeting Delhi-based businessman Vikas Garg, whose entities absorbed an estimated ₹940.77 crore of the syndicate's laundered proceeds. Funds were routed through shell companies, accommodation entries, and layered financial structures before being deployed to acquire residential properties, land parcels, equity shares, and securities. Garg was arrested earlier in July in connection with the probe.


How the Syndicate Worked

The Mahadev Online Book operated as a franchise. Head-office promoters, based in the UAE, leased betting "panels" to local operators across India on a 70-30 profit split, with the majority flowing back to Dubai. At its peak the network ran more than 2,000 concurrent platforms, each generating net monthly profits of ₹30–40 lakh.

A seventh ED Provisional Attachment Order followed on 10 July, targeting Garg's property portfolio under the PMLA, 2002. Charges span the Prevention of Corruption Act 1988, as well as cheating, forgery, and criminal conspiracy under the Indian Penal Code.

The ED also summoned television host Shefali Bagga for questioning on 16 July 2026 over the app's promotional activities — extending a celebrity-endorsement strand of the probe that has previously drawn in cricketers and Bollywood actors. Google and Meta have separately received ED notices for allegedly selling advertising to platforms banned under Indian law.

That vacuum is now being addressed by the Promotion and Regulation of Online Gaming (PROG) Act 2025 and its accompanying PROG Rules 2026, in force since 1 May 2026, which established the Online Gaming Authority of India (OGAI) as the country's central regulator. The Mahadev network's franchise model and its use of FPIs and layered shell entities are likely to directly inform OGAI's KYC, beneficial-ownership, and payment-channel requirements for any future licensed market.
