Dream11, India's dominant fantasy sports platform with 250 million registered users, has launched a free-to-play product across 11 international markets — including the United States, United Kingdom, and Australia — after India's Promotion and Regulation of Online Gaming Act (PROGA) eliminated the real-money gaming model that generated 95% of its revenues and 100% of its profits. The pivot, confirmed by DreamSports co-founder Harsh Jain, strips out all wagering in the international version, replacing it with an advertising and sponsorship model.

The move arrives as India's real-money gaming industry absorbs a collective $840 million in asset write-downs since the PROGA ban took effect in August 2025, with an estimated 7,000 jobs lost across operators. Dream11's international rollout is the most significant strategic pivot any major Indian gaming company has executed in response to the ban — and it lands directly in markets where UK, US, and Australian sportsbooks and fantasy platforms now face a well-capitalised new entrant.


The Pivot: Free-to-Play Goes Global

DreamSports received the sharpest regulatory shock of any Indian gaming company when PROGA received presidential assent on 22 August 2025, banning all real-money online games — including skill-based fantasy sports. Harsh Jain acknowledged the company had built its entire economics on cash contests: the free-to-play pivot is not an expansion strategy but a survival one.

The international Dream11 app launched in October 2025 as a free product, open to users in all 11 markets without any entry fees or prize payouts. CMO Vikrant Mudaliar confirmed the company is "onboarding selectively" brand partners — confirmed sponsors include Swiggy, Astrotalk, and Tata Neu — signalling a brand-advertising monetisation model rather than a transactional one.

Dream11's core product is cricket fantasy, where it commands near-total recognition among the Indian diaspora in the UK, US, UAE, and Australia. The international app also covers football and other sports to broaden its appeal beyond the South Asian community.

Because the product carries no gambling component, Dream11 does not require a Gambling Commission licence in the UK, a state-level licence in the US, or a Northern Territory licence in Australia. That removes the single largest barrier to entry that has historically protected incumbent fantasy operators in those markets.


India's $840M Industry Wreckage

Dream11's exit from real-money gaming mirrors the broader collapse of India's online gaming sector. iGaming Business reported in November 2025 that four major operators alone had written down $840 million in gaming assets since the ban:

Flutter's $556 million impairment — covering $517M in goodwill, $32M in intangibles, and $7M in other assets — is the largest single write-down by any international operator in Indian gaming history, disclosed in its Q3 2025 earnings. An estimated 7,000 workers across the sector lost jobs, with Flutter alone cutting around 800 of Junglee's 1,100 employees.


What This Means for UK, US, and AU Operators

Dream11's international entry changes competitive dynamics in three ways:

  • Cricket audience capture: In the UK and Australia, Dream11 is already the most recognised cricket fantasy brand among South Asian communities — that installed-base recognition transfers without acquisition cost.
  • No-licence moat: Free-to-play products bypass the regulatory barriers that have historically protected licensed fantasy operators. DraftKings, FanDuel, and Sky Bet's fantasy products all operate under gambling licences; Dream11 internationally does not need one.
  • Diaspora funnel: A free-to-play app seeding brand loyalty in diaspora markets could position Dream11 to rapidly monetise via paid contests if any of its target markets regulate fantasy sports as a distinct skill-game category — a live policy debate in several US states and the UK.

The Supreme Court of India is currently scheduled for final hearings on challenges to PROGA's constitutional validity. If the court strikes down the law, operators who have survived abroad — including Dream11 — would be positioned to re-enter a revived domestic market. For now, the bet is on building international brand equity while India's legal position resolves.
