The Launch

UK Research and Innovation (UKRI) on 15 May 2026 announced the launch of Gambling Harms Research UK (GHR-UK), which it describes as the largest independent gambling harms research centre ever established in the United Kingdom. The centre is led by a consortium of the Universities of Glasgow, Sheffield, Swansea and King's College London, and is backed by £22.1 million in funding for the 2025-26 fiscal year.

GHR-UK will coordinate a national research programme covering the social, economic and health impacts of harmful gambling. To date, levy-funded work also includes 32 rapid evidence reviews, 19 Innovation Partnerships based at universities across the UK, and four UKRI policy fellows.

Why Independence Matters

Independence from commercial gambling interests is the headline feature of the new centre. UKRI has confirmed that the Research Programme on Gambling prohibits levy-paying licence holders from hosting awards or co-funding research, and that researchers cannot concurrently hold funding from levy-paying operators while receiving programme grants.

The move directly answers concerns raised before the parliamentary Health and Social Care Committee in April 2025, when researchers told MPs they had historically been reluctant to accept industry-sourced funding due to ethical concerns about commercial influence over research questions and findings. Martin Jones has been appointed as GHR-UK's lived experience lead.

UKRI, citing modelling by the National Institute of Economic and Social Research (NIESR), estimates the annual fiscal cost of gambling-related harm in the UK at £1.4 billion — covering impacts on mental health services and the criminal justice system, among others.

Wider Policy Push: Illegal Gambling Taskforce

GHR-UK's launch lands in a concentrated period of gambling policy activity. On 13 May 2026, DCMS published the terms of reference for the cross-agency Illegal Gambling Taskforce, chaired by Baroness Twycross, Minister for Museums, Heritage and Gambling. The 12-month initiative brings together regulators, payment providers, technology platforms, law enforcement and trade bodies, and will operate through three sub-groups: payments to and from illegal operators, online advertising of unlicensed gambling, and cross-agency enforcement across remote and land-based illegal gambling.

Separately, the UK Gambling Commission opened applications on 13 May 2026for a new Head of Illegal Markets role (salary £65,000), with applications closing 24 May. The push follows H2 Gambling Capital data showing UK black market betting volume reached £16.6 billion in 2025 — nearly triple the 2019 figure.

What It Means for Operators

Licensed operators fund the levy and therefore fund GHR-UK, but they are formally excluded from shaping its agenda. In practice, that means future product, marketing and affordability rules will increasingly be informed by peer-reviewed, levy-funded research that operators cannot directly sponsor. UKRI has also signalled that further investments will follow, including research on the convergence between gambling and video gaming — a category that includes loot boxes and social-casino mechanics.
